Even though the new Covid rule for access to the Parliament enters into force today, experts in constitutional law say that the rule cannot be legally imposed and MP's cannot be denied entry, with or without green certificate.
"The MPs will enter the National Assembly today in the way they see fit. The decision in question cannot be imposed, because in itself it does not contain a restrictive regime for admission to the National Assembly - ie. measures to prevent the entry of MPs without green certificates ", said the expert in constitutional law Prof. Plamen Kirov.
He continued: "When an obligation is created, a sanction for its non-fulfillment should follow. There is no such thing in this case. It is neither part of the rules of procedure of the National Assembly nor of the Constitution."
